First pass on OLPC security modifications to DBus

This is the first set of security changes to the bus daemon for OLPC.  
We need to verify name binding to prevent masquerade vulnerabilities.  
This patch adds a new configure option (--enable-olpc), and a new  
config file element (<olpc>). All changes are disabled and inert by  
default.
