win32 patch dbus_watch_get_handle patch

Thanks, but unfortunally this patch does work under windows. Because of 
that I added the dbus-watch-unix.c and dbus-watch-win.c files with a 
different implementation. dbus-sysdeps-win.c could not be used because 
dbus_watch_get_socket() needs the DBusWatch structure.

How do we implement this under windows ?
