DBus mainloop for PyQt3

Hi,

As a combination of this backport[1] and PyQt4 mainloop, I wrote a mainloop 
for PyQt3. With this, operations like catching signals and calling 
asyncronous methods are now possible using Qt3 applications. 

PS: Since our distribution is based on KDE3, we do not have any choice but 
PyQt3/PyKDE.
