DBus-GLib 0.76 released

I've kicked DBus-GLib 0.76 out the door.  For details on the release see

By far the most important fix is #15430 - distributors, please pick this up.

One thing I want to note for everyone contributing to dbus-glib: the HACKING
file is now updated with
some more useful information.  In particular, there is now a plea to
*please* extend the test suite when adding patches.

Also I think the Cairo-style even-stable odd-development versioning makes
sense so let's go with that.
