This seems to be a selinux issue.
hald is not allowed to own the service name.
You can try one thing.
Just turn the selinux in permissive mode by this command,
#setenforce 0
This should make your hald work.
But this is not a permanent fix.Ideally selinux should be set in enforcing
mode.
You need to check the dbus configuration file(/etc/dbus-1/system.conf for
system bus) or hald selinux policy.
