cygwin dbus port patches

I updated the patches

0001-Applied-patches-from-cygwin-port
- removed cygwin sub dir
- added some stuff from cygwin/README into README.cygwin

0002-Avoid-Werror-problems-on-cygwin
- by default -Werror is defined ony cygwin, disabled

0003-Delete-stale-pid-file-on-cygwin
- limited the stale pid file fix to cygwin only by introducing a 
DBUS_CYGWIN c level macro.

If there are no more objectivities I would check them in tomorrow.
