What creates /var/run/dbus/system_bus_socket?

thanks, that clears up things a bit.
it looks like something goes wrong
in the process of starting dbus-daemon

When querying Upstart with
status dbus
right after booting, I always get a 'start/running'
with an alleged pid, surely taken from /var/run/dbus/pid.
In some cases I find it running with that pid indeed,
but mostly there is simply no such process. The socket
is never there, though. So I will go fiddling with the
elements of the Upstart job to figure out how to
completely start dbus-daemon without re-installing.
