DBus-Problem

This is because dbus-daemon is not able to start the service in question as
it can't locate its service file.
Where does your D-Bus configuration file point to in order to find service
files and additional config (policy) files?  Does the service file
directory exit?  Is it empty?

This is what you said you used:
  dbus-daemon --config-file=/data/bluetooth/dbus/etc/dbus-1/system.conf

Please read dbus-daemon manual:
  man dbus-daemon

and try to understand D-Bus configuration file format.
