Because on most systems, the code will never be exercised. If the system is so 
broken that the root user can't be found, most likely nothing else is working. 
The daemon failing to start might be the least of the problems. Or, 
alternatively, the daemon failing to start might be the necessary symptom to 
get the admin to notice something is wrong.

I'd leave it only for systems where the admin / distributor knows that an 
empty /etc is an expected condition.
