The “peppermint deer” release.

This starts a new development branch, and also has all the
stable-branch changes up to and including 1.10.6 (not further
described here).

Some of the fixes included in this release are candidates for stable
branches, but have not been included in 1.10.x at this stage due to
insufficient testing or review. Reviews and test results for fd.o
#92074, #92832 would be particularly appreciated.

Dependencies:

• On non-Windows platforms, dbus now requires an <inttypes.h> that
  defines C99 constants such as PRId64 and PRIu64.

• D-Bus Specification version 0.27

• Add a script to do continuous-integration builds, and metadata to run
  it on travis-ci.org. To use this, clone the dbus git repository on
  GitHub and set it up with travis-ci.org; the only special setting
  needed is "only build branches with a .travis.yml".

• On Windows, when including configuration files with <include> or
  <includedir>, apply the same relocation as for the Exec paths
