Wanted by whom? It can be easily bypassed by, for example, a line

    Exec=/bin/sh -c '«command»'

in a .service file. All you are doing is putting obstacles in the way
of those trying to get the best use out of their systems.

I thought Free Software was about giving people choices, not taking
them away.
