You don't. Your application should simply query the environment to see if the 
capability is present. If it is, use it. If it isn't, then there's nothing you 
can do.

Partially correct. There's only one application per environment that is 
supposed to provide it, but each environment may have their own implementation 
of it. It's provided by the desktop itself.
