I did some further research:

1. Bitstream Vera Sans Mono shows the same behaviour.

2. The bug only shows with font size 17 (not with 10 - 16 or 18 or 19). Yes, I
know this sounds ridiculous but that's the way it is.

I wouldn't have a problem reporting the bug to the Cygwin rxvt maintainer - but
as rxvt is AFAIK not actively maintained and other fonts (Fixedsys) don't show
the behaviour I think he will classify this as "NOTOURBUG", too...
