Error in c with cedilla

The rendering of the letter c with cedilla is incorrect. This can also be the
case for upper case letter C and other characters. See screenshot for usage in
Inkscape on Ubuntu.

I am using version 2.33 that is shipped via CTAN in TeX Live.

Please investigate and fix as soon as possible. Also propagate the fix via CTAN
to TeX Live.
