Patch reversed comma and double low reversed-9 quotation mark

This patch required for extend old hungarian script. Old Hungarian scrip need
U+201f, U+204f, U+2e2e marks, which are already given. U+2e41 and U+2042 not
yet exist. This patch have U+2e41 and U+2e42 implementation.
