why devicekit-power does not support reboot/shutdown

It was a long and heated discussion [1][2], but it never got resolved
to the point to actually move the shutdown/reboot stuff to a proper
place like DK-P.

But with the current status quo it would not make sense to duplicate
the API, and e. g. GNOME has already moved to using the CK API.
