UDisks/DeviceKit-disks does not support the old ide(-cd) subsystem.
One reason is, that ide-cd does not provide any uevents on media changes.

I wrote a patch for Debian [1] which pokes the device and fakes
uevents if it detects media changes.

You might be interested in porting that patch to UDisks.
