signalling suspend/resume events (deviceKit-power)

When I am browsing the net for how the kernel signalls  suspend/resume
events in linux, I came across your old post
signalling suspend/resume events (deviceKit-power).

I am a c programmer in liunux. I just want to know how the kernel signals
the user level applications about suspend/hibernate.

It will be more halpful for me, If you give some info about it.
