upower "Resuming" signal is not emitted or seen

OK, I hope there a new signal I can listen for?
It might be a good idea to document the fact that this signal is no
longer emitted, and if possible point to its replacement.
I don't understand the point of this upower.service file if it doesn't
do anything.
