drm-misc-next now open to 4.17 cycle

Hi committers,

I just sent out the final pull request for 4.16, that means 4.16 is now
closed to new features and drm-misc-next is targeting 4.17 already. Sean
Paul we be heading that release.

>From now until 4.16-rc1 is realeased bugfixes to 4.16 should be
committed to drm-misc-next-fixes. 

If you are unsure where to apply patches, please consult the "Where Do I
Apply My Patch?" flowchart and merge timeline in the drm-misc
documentation[1].  If you are still unsure, please ask on IRC.
