This should be specified in debian/copyright (installed to /usr/share/doc/<package>/copyright), it's usually GPL or the
same as the package.

e.g.

The Debian packaging is (C) 2008, Debian Qt/KDE Maintainers
<debian-qt-kde@ lists.debian.org> and is licensed under the GPL,
see `/usr/share/common-licenses/GPL'.
