bzip2: new autoconf+libtool support

Hallo.

It seems that nearly all distributions compile bzip2 shared library. The
Makefile-libbz2_so provided by upstream uses a non standard SONAME
numbers.

That is why I decided to introduce autoconf+libtool support.

Advantages:
- easy shared library support
- DESTDIR support
- configure detects correct CFLAGS
- the same SONAME in all distributions

New feature:
- bzip2.pc

The patch was already sent to upstream. I got no response yet.
