If the majority follows the policy, hand-coding the minority should be a
manageable task. Also, if all new packages are required to follow the
policy, then the hand-coding doesn't need much maintenance once it's
done.

Are there PyPI modules whose name differs only by case? If not, then the
case is not an issue, since case-insensitive matching would not lead to
ambiguities.
