I have the same problem with HD5700. Since the others have attached dmesg
reports already, I am not including mine. 

Unlike droste, when I do:

# echo high > power_dpm_force_performance_level
OR
# echo low > power_dpm_force_performance_level


nothing happens, and nothing prints to dmesg. I am always "stuck" in power
level 2. Using 3.11git-rc5 from Fedora rawhide.
