[RFC libdrm 2/6] libdrm: Add NVIDIA Tegra support

Add the libdrm_tegra helper library to encapsulate Tegra-specific
interfaces to the DRM.

Furthermore, Tegra is added to the list of supported chips in the
modetest and vbltest programs.
