Softlockup on boot with Cape Verde XT on many kernels

I left the machine running all night with no issues.
What would be the best way for me to help get this solution integrated in
future kernels?
Should I file a bug in the kernel's bugzilla? I guess this isn't a radeon
bug.
Should I bring the problem/solution to the kernel mailing list?
