[radeon][HD3650] - GPU freezing - 1002:9591 ring 0 stalled for more than
10100msec

[2.] Full description of the problem/report: 
Running on Linux, my graphics card freezes up if the screen saver comes on with
either firefox or chrome running in the background.

On my old Linux install, I used the fglrx driver which worked fine. But the
card is now 'legacy', therefore I do not know if it ever worked properly.

[3.] Keywords (i.e., modules, networking, kernel): Please do not put anything
here. This is how Kernel.org uses an undocumented keyword system, which has
nothing to do with Ubuntu Tags system.

possible) 
N/A. ( to reproduce, I ran the upstream Linux Kernel with either Ubuntu Mate
15.04 or Ubuntu Mate 15.10. I boot, launch either firefox or chrome and let the
default screen saver run. Between 1-10 minutes after the screen saver has
started, it will freeze and complain about stalled rings. The bug does not
happen without the radeon.dpm=1 passed to the kernel. Unfortunately, I have to
pass this otherwise the laptop runs very hot and it kills my battery life. )

Ubuntu downstream bug report :

Problem only occurs with radeon.dpm=1 passed to kernel.
I can avoid the bug by doing one of the following three options :
    1. Disable the screensaver  (setting it to blank screen instead of Flaoting
Gnome ) 
    2. Leave screen saver on, but always close firefox and chrome before
letting the computer idle
    3. Remove the radeon.dpm=1 kernel parameter ( without this option, the
laptop runs very hot and it kills battery life )

I can compile and install the kernel on my own with any patches, however my
laptop runs with full-disk encryption, so I use initrd.

Using an older kernel ( 2.6.x + Outdated Ubuntu 10.04 ) with the legacy-fglrx,
I can run the computer without any issues. This strongly suggests that the
laptop is not "broken". ( As in the GPU should run the same as any other GPU of
the same model, Radeon HD3650 ).

I also reproduced this issue on a kernel built with 'make localyesconfig' and I
changed DRI and Radeon to be modules.
