[PATCH v2 13/26] drm/amd/dal: Add encoder HW programming

Responsible for programming back-end of display path, such as DIG,
UNIPHY, DP, DAC, and DVO.
Supports:
- DisplayPort (single stream)
- HDMI
- DVI
- eDP
