[PATCH 2/3 v2] ARCv2: [vdk] Enable ARC PGU on HS38 VDK

[Alexey Brodkin]

With required ARC PGU updates that allow it to be used on simulation
platforms we may finally utilize ARC PGU in HS38 VDK with modern
Linux kernels.
