Oh. Sorry I didn't really get your point.
But IMO that's not possible.
TARGET_OUT_ETC is not a valid path in the target device.
Unless you want to see a more complex rule like
/($notdir $(TARGET_OUT_ETC))/hwdata/amdgpu.ids ...
