-misc feature freeze: drm-misc-next-fixes->4.13, drm-misc-next->4.14

Hi -misc committers,
I just sent out the last drm-misc-next pull request for 4.13. Once Dave has
applied it to drm-next, I'll perform a backmerge (there is a single patch
erroneously committed to drm-misc-next-fixes which prevents fast-forward) and
the branch will be open for fixes.
