Why full range for BT.601 but not the others?
I presume the full range here refers to the YCbCr data, and RGB will
always be full range?

This API doesn't seem very nice because you have to pass in a
non-const enum list. Could we perhaps pass the supported values
as a bitmask instead? Or const int []?
