[PATCH 4/8] drm/rockchip: dw_hdmi: add inno hdmi phy ops

Because some RK chips use inno hdmi phy, such as RK3328, we add
inno hdmi phy ops. Ultimately, these ops will call functions in
/drivers/phy/rockchip/phy-rockchip-inno-hdmi-phy.c.
