[DPU PATCH v2 1/2] dt-bindings: msm/disp: Remove DPU RSC device bindings

Display controller's power resources and bus
bandwidth voting is controlled by DPU device.
Remove DPU RSC (hardware block for DPU power
resource control) device support.
