kernel >4.17 did NOT work.

It didn't hang while using the PC, but it did freeze when the power management
tried to power off my both monitors. One of them was successfully powered off,
while the other showed the mouse cursor in the screen. 

There are no system logs, as it froze so hard that not even "REISUB" worked.

Again, this works OK using Radeon.


Details:
kernel 4.18.1
Ubuntu 18.04.1 + stock Mesa (no upgrades here)
Sapphire AMD GPU 390x 8GB
DVI + Display port connected. The display port actually has an adapter to get
VGA, and the DVI goes straight to the 1080p dell monitor.
The monitor that worked OK when turned off was connected to the VGA adapter in
the display port. The DVI port was the one that showed the mouse cursor.

Running on a Ryzen 1800X. The processor had his own stability problems a few
months ago, but a BIOS update fixed that.

The only way to get the PC to a stable state with the amd 390x is to blacklist
amdgpu, so the power management doesn't freeze the system when I leave it alone
for a couple of minutes.
