I have had this problem with mesa 18.2 and LLVM7.

Currently on mesa 18.3 and LLVM8.

I also had this result with a Vega56, and I know people online who have the
same problem. Nobody can open Mario Kart 8 in Cemu with wine if they have a
Vega card.
