I'd like to report that I, too, am experiencing the exact same issue.

I've found that a workaround is to use the boot parameter "amdgpu.dpm=0", but
the downside is that your GPU fan will be running constantly.

My monitor, too, is connected via display port to a Vega 64 graphics card.


Steps to reproduce:
-------------------

* Simply manually power the monitor off and back on again.

Alternatively:

* Lock desktop, wait for monitor to sleep. Then, move the mouse or press any
keyboard key and observe that the screen remains black until you reboot.

Both of these reproduce the issue 100% of the time.


Kernels with this issue:
------------------------

4.18.6 (my current kernel)
4.17.17

Last kernel without this issue:
-------------------------------

4.17.14


Other observations:
-------------------

For me, the system doesn't completely lock up. Once the issue has occurred, I
can switch to a TTY with my keyboard (though screen remains blank) and trigger
a reboot via CTRL + ALT + DEL.
