I am also able to reproduce the fan control issue on an R9 290X with Fedora's
kernel 5.0.3-200.fc29.x86_64.

The fans on the card do not spin up until the temperature reaches 95C, at which
point they jump straight to 100%.

Same as comment 8, amdgpu.dpm=1 just gives me a blank screen at boot.
