[PATCH v15 16/16] FOR_TEST_ONLY: i915/Kconfig: Select mei_hdcp by I915

FOR TESTING PURPOSE ONLY.

By default INTEL_MEI_HDCP is set to y. This patch is created to
test the interface between I915 and MEI_HDCP.
