Seems to be a regression. 

I can unbind from amdgpu and bind to vfio-pci just fine on kernel
4.19.60-1-lts.

I was able to unbind without previous error after:

echo 0 > /sys/class/vtconsole/vtcon0/bind
echo 0 > /sys/class/vtconsole/vtcon1/bind
echo efi-framebuffer.0 > /sys/bus/platform/drivers/efi-framebuffer/unbind ||
true
