This is almost certainly a duplicate of:

I think something in KDE plasma changed recently for how multi monitor support
is handled and how commits are sequenced. It's not that there's been a
regression per-se in amdgpu, but rather userspace changes have exposed a bug
that has been there for a while.

A fix is in development.
