Issue still present on Fedora30 with Kernel 5.0.9-301.fc30.x86_64

Workaround 

sudo mv /usr/lib/firmware/amdgpu/raven_dmcu.bin /home/XXX/
sudo dracut -f --kver 5.0.9-301.fc30.x86_64


Tested and working on 

HP ENVY x360 Convertible 15-bq1xx/83C6, BIOS F.17 03/29/2018
