Finally got a chance to look at this again, some notes below

you're completely right :(, it seems that there are some legacy drivers that
do this. An excerpt from sti_tvout.c:

So yeah, I'm not really sure what we can do about this then, other then maybe
try and make nouveau use less encoders again (which I might have a better idea
on how to do now...). Either that, or danvet's idea with fake encoders
(although I'd really like to avoid something this complicated, but it might
not be able to be helped)
