[PATCH 5/7] PM: sleep: core: Rename DPM_FLAG_NEVER_SKIP

Rename DPM_FLAG_NEVER_SKIP to DPM_FLAG_NO_DIRECT_COMPLETE which
matches its purpose more closely.

No functional impact.
