Xorg configuration files have nothing to do with this problem, but currently I
have:
/etc/X11/xorg.conf.d/10-monitor.conf 
Section "Monitor"
 Identifier "HDMI-1"
 Option "Primary"       "False"
 Option "Enable"        "False"
EndSection

During debugging the issue I disabled some of the amdgpu module
functionalities:

amdgpu.dc=1 amdgpu.dpm=0 amdgpu.aspm=0 amdgpu.runpm=0 amdgpu.bapm=0

But this seems to have no influence on this problem.
