Random comment, but is this really still needed?
This pattern goes back to dri1 shadow attach trickery where everything was
horrible and we could end up with a device but not a device and trying to
suspend it.
With a proper kms pci device you shouldn't ever end up in this situation
where the drm_device doesn't exist or isn't completely set up, but we're
trying to suspend. Maybe wrap in a WARN_ON at least?
