The expectation (and yes, cmd mode panels kinda break this) is that
you can translate between time and vblank.. so we don't really want
the frame count to stop incrementing just because irq's are disabled..

*Maybe* we can do max(hw_frame_count, &phys->vsync_cnt).. we'd have to
adjust the vsync_cnt before enabling vsync irq's.. but that seems ugly
and fragile/racy..

What will be the value of the hw line count during this window?  Is it
something we could use to detect that we are in this post-vsync but
pre-new-frame period?
