Iirc CONFIG_BROKEN is stuff you can't even enable at all. So not an
option. Just a separate Kconfig for the fence ioctls.

Yeah CONFIG_BROKEN isn't a thing either that is useful. It's for code
that doesn't even compile (or soon will stop compiling) because build
testers never set that. And I think you have to patch the source to
even be able to get at it. So about equivalent to removal, except less
honest :-)

Tbh I'd just leave things as-is. Occasionally we have mildly terrible
stuff in-tree ...
