[PATCH 1/3] drm/i915/xehpsdv: Add initial workarounds

Add the initial set of workarounds for Xe_HP SDV.

There are some additional workarounds specific to the compute engines
that we're holding back for now.  Those will be added later, after
general compute engine support lands.
