I can confirm as well that disabling dynamic power management with the
amdgpu.drm=0 kernel parameter removes the issue with Dishonored 2 on Ubuntu
21.10, kernel 5.13.0, Radeon RX 580 with Mesa 21.2.2.

Same boat as Spencer: hope it gets fixed one day.
